1.
a)

The Technology Research Assistance Consortium (TRAC) is a new organization designed to provide research / testing of any type concepts rural/urban entrepreneurs, inventors, economic development incubators and learning institutions in West Texas and Eastern New Mexico Region. TRAC's ultimate goal of developing/creating technologies for economic diversification, education and employment in the West Texas region.
TRAC will work closely with area community economic development organizations and incubators to promote education, training, mentoring and supporting services. Working toward the goal of helping create the next generation of problem solvers and innovators through providing a place for creative thinkers.
TRAC is designed to enable individuals, entrepreneurs, small businesses and communities as well as larger organiza

tions to develop new technologies by having access to a quality lab facility without each individual area entity financing, providing space, equipping, maintaining and managing a separate research/development/educational/testing specialized niche facility.
By creating TRAC a networking, sharing, approach the individual entities in the region. Networking, to acquire fees, grants, donations and contracts, area economic development groups, area incubators, area education institutions and area entities/individuals (SBA/SBIR/NSA programs).
There will be no more than three Board Members and twelve Consulting Board Members at any given time. The management of the facility will be conducted by the Board of Directors with the Consultant Board Members will serve as volunteers on screening committee to entertain presented concepts and guide research/development activities. The consultants and other individuals who are to be involved in the actual concept to technology development and testing on approved concepts will be contracted on individual projects or programs. TRAC will also contract and consult with area technology facilities and Universities/Colleges in area of expertise.

 

b)

Technology Research Assistance Consortium (TRAC) will hire a facility manager and initiate the program the spring, 2005.

 

c)

The TRAC facility manager and program hub will be located in Littlefield , TX . The TRAC manager will be responsible for the program management and operations under with approval of the Board of Directors.

 

2.

Financial support will come from Grants, SBIR/SBA research Grants and private/business sponsorships or donations.

 

3.

The organization will pursue grant opportunities from federal ansd state agencies as well as private foundations to acquire financial health and enable program development. The fund raising will be at a minimum. Pro Bono grant-writing assistance will be available from area Colleges/Universities and communities.
